I got a traffic fine from 2021 and now there's a warrant for my arrest.

Go to the traffic department or Magistrate's Court where the fine was issued and pay the outstanding fine plus costs. Once paid, the warrant is cancelled. You can also check on the AARTO portal or eNaTIS for some municipalities. Do this before being stopped at a roadblock — walking in voluntarily is always better than being arrested.
